Reminder: In Section 10 you saw that working collaboratively with key education stakeholders from the start is vital for success.

Step 1 in Zambia was to identify key partners, such as those in Ministry of General Education and in teacher training institutions, and involve them in the planning process.

This process was made easier because NAD’s staff were already very well-connected with local and national government personnel and other organisations, and with communities.
