To bring about the range of changes needed for successful inclusive education, key stakeholders throughout the education system need to take responsibility for encouraging, monitoring and managing inclusive education. It is not just the teacher’s duty to be inclusive.

To help embed this sort of responsibility for inclusive education across diverse elements of the education system, the teacher training programme in Zambia has built in teams of Observers, additional to the Principal Trainers.
